A4.7.9 Avoidance vs Mitigation

To avoid something is to prevent is occurring in the first instance. Mitigation is dealing with an issue once it has occurred.

It is of course preferable to avoid causing pollution in the first place than to mitigate the effects of the pollution after it has occurred.

In essence, prevention is better than cure.
