Amends 2000/323 to empower SEPA to include energy efficiency conditions in PPC permits where required. These regulations apply to Scotland.

Environmental Protection (Restriction on Use of Lead Shot) (Northern Ireland) Regulations 2009 [SR 168 ]
Makes shooting with lead shot on or over wetlands in Northern Ireland an offence punishable by fine. These regulations apply to Northern Ireland.
Tyres
EU Regulation 1222/2009 on the labelling of tyres with respect to fuel efficiency and other essential parameters
Requires tyre suppliers to ensure that the tyres they deliver to distributors and end users are labelled with their fuel efficiency and noise levels from 1 November 2012.
Road Vehicles
Road Vehicles (Construction and Use) (Amendment) (No.3) Regulations 2009 [SI 2196]
Amends 1986/1078 by inserting a new regulation which restricts the retrofitting and refilling of vehicle air conditioning systems containing fluorinated greenhouse gases.
Dangerous Substances
Amendment to the Dangerous Substance Directive (76/769/EEC)
The use of dichloromethane (DCM or methylene chloride) in paint strippers above 0.1% by weight shall not be:
(a) placed on the market for the first time for supply to the general public or to professionals after 6 December 2010;
(b) placed on the market for supply to the general public or to professionals after 6 December 2011;
(c) used by professionals after 6 June 2012.
This applies to the UK.
